line-height: 1.6; letter-spacing: 0.034em; font-style: normal; font-weight: normal;">经过多轮论证和反复打磨，《星级服务标准（征求意见稿）》应运而生。该标准在管理人员配置、上岗人员技能、物业投诉响应、装修安全管理、保安保洁年龄配置、业主识别率等多方面加强了要求。同时，划定各项服务收费“上限”，根据综合服务、物业共用部位和共用设备维护、公共秩序维护、保洁服务和绿化服务5项内容，对物业小区进行五类服务星级评定。根据物业管理项目总建筑面积分为4个收费档次，各档收费设置收费指引，即“上限”。<span style="color: rgba(0, 0, 0, 0.9); line-height: 1.6; letter-spacing: 0.034em; font-style: normal; font-weight: normal;">此外，物业服务企业允许向居民提供非营利性的如上门收垃圾、上门维修、家电清洗等特约服务，除五星级高标准住宅外，其余收费总价不超过物业费组价后总价的20%。未来，我市的物业服务费将由星级服务、特约服务、预缴公共能耗三项费用组成。 <span style="color: rgba(0, 0, 0, 0.9); letter-spacing: 0.034em; font-style: normal; font-weight: normal;">政策出台只是起点，落地执行才是关键。对于部分企业提出的“若现有服务达不到对应星级怎么办？”等问题，市建设局相关负责人回应，对于未能达到申报星级标准的企业，主管部门将结合日常巡查、业主满意度测评、第三方评估等数据，出具整改意见书，限期提升。企业需主动对接居民需求，拓展便民服务场景，增强居民获得感与幸福感。同时，对未达标且整改不力的企业，将在物业企业信用评价中被扣分，严重者将面临退出市场风险。“我们要建立一个优胜劣汰的健康生态，才能真正实现‘优质优价’的正向循环。”市建设局相关负责人表示。  </div>
