font-size: 17px;"><span style="font-size: 16px;">一、继续增加普通高中学位。</span></span></strong><span style="font-size: 16px;">各地要科学研判学龄人口变化和外来人口流动趋势，多措并举增加普通高中学位供给。按照“因地制宜、科学合理”的原则，鼓励通过新建、转设、整合等途径举办综合高中；</span><span style="text-align: justify; font-size: 17px;"><span style="font-size: 16px;">二、实施同平台统一招生</span></span></strong><span style="font-size: 16px;">。各地各校招生报名、录取等工作须通过浙江省高中阶段学校统一招生录取网络平台（以下简称“省平台”）进行，各地自建的招生录取系统平台须接入省平台的统一操作入口。所有招生类型（包括统筹计划、特定类型、统招生、分配生等）均须在省平台录取，</span><span style="text-align: justify; font-size: 17px;"><span style="font-size: 16px;">四、统筹调剂普通高中资源</span></span></strong><span style="font-size: 16px;">。对普通高中学位不足的县（市、区），按照“市县结合”的原则，由所属设区市教育行政部门统筹调剂学位资源，合理安排生源不足的普通高中在市域范围内跨县（市、区）招生。非本地民办普通高中须经与设区市教育行政部门协商一致后，报省教育厅备案列入省平台统筹招生，且不得招收达到当地省一级重点普通高中录取分数线的学生。</span></span></p><p style="line-height: 1.75;"> </p><p style="line-height: 1.75;"><span style="font-size: 17px;"><strong><span style="color: #e36c09; font-size: 17px;"><span style="font-size: 16px;">五、严格规范特定类型招生</span></span></strong><span style="font-size: 16px;">。各级教育行政部门要加强对各类人才培养改革试点、实验项目及特长招生的统筹管理，全面实行特定类型招生省级审核备案制度，从严从紧控制招生学校数量、计划规模及招生范围。经审核准予开展的项目，必须提前向社会公示报名条件、招生流程、考察方式及培养方案。录取结束后，须按规定在相应范围内公示名单。2026年各地特定类型（含体育、艺术、科技特长生，中外合作办学及其他特殊招生）招生实施细则，在对外公布前，由设区市教育局汇总后，统一报省教育厅基教处审核备案。</span></span></p><p style="line-height: 1.75;"> </p><p style="line-height: 1.75;"><span style="font-size: 17px;"><strong><span style="color: #e36c09; font-size: 17px;"><span style="font-size: 16px;">六、保障随迁子女考试升学</span></span></strong><span style="font-size: 16px;">。各地要积极完善政策和措施，保障符合条件的流动人口随迁子女在流入地参加中考，因地制宜放宽在流入地参加中考报名条件，原则上以学籍为主。对回户籍地参加中考的随迁子女，户籍地和流入地教育行政部门要妥善做好考生考试报名服务工作。各地要加强随迁子女考试管理，防止个别学校变相“掐尖”招生，严禁非学籍生、非户籍生的“双非生”报名参加中考，不得录取未在当地参加中考的学生。</span></span></p><p style="line-height: 1.75;"> </p><p style="line-height: 1.75;"><span style="font-size: 17px;"><strong><span style="color: #e36c09;
